Fuel Recovery and Environmental Fees

CARDS is committed to controlling costs and expenses so we can provide high-quality service for the best value to our customers. Unfortunately, direct and indirect fuel and petrochemical costs, as well as costs associated with environmental demands, regulation, and laws, are not always within our control. As a result, CARDS charges a Fuel Recovery Fee and an Environmental Fee to ensure our customers continue to receive the high-quality service they have come to expect from CARDS.

Fuel Recovery Fee

The Fuel Recovery Fee is intended to address and cover certain direct and indirect costs incurred by CARDS and its affiliates related to diesel, gasoline, compressed natural gas, and hydrocarbon-based fuels and products. The Fuel Recovery Fee is not designed nor intended to be specific to the direct costs and expenses of servicing an individual customer’s account. Rather, it is intended to address the overall fuel costs and expenses incurred by CARDS and its affiliates and to achieve an operating margin acceptable to CARDS. These may include both direct and indirect fuel costs associated with collection, transfer, landfill, recycling, and material recovery.

CARDS’s Fuel Recovery Fee calculation is generally based on the national average price per gallon of diesel fuel on the last day of the month, according to the Energy Information Administration of the U.S. Department of Energy (EIA/DOE), as published on its website: https://www.eia.gov/petroleum/gasdiesel/

This index is objective and widely recognized in the trucking and transportation industries. By tying the standard fuel fee to this index, CARDS has strived to ensure the energy recovery fee reflects market fluctuation, is easy to calculate, and equitable. This does not, however, mean that CARDS purchased fuel at these prices monthly for its operations, but is intended to reflect the current market price for fuel irrespective of whether CARDS purchased fuel used during that particular time period at either a higher or lower price point.

The Fuel Recovery Fee is expressed as a percentage of invoiced charges, excluding taxes and fees, and is determined by cross-referencing the national average price per gallon of diesel fuel on the last day of the month preceding the current invoice date against the CARDS Fuel Recovery Fee Table.

CARDS reserves the right to periodically review and change the energy recovery fee and the Fuel Recovery Fee Tables. Should you have questions regarding your invoice or the energy recovery fee calculation, please contact your local CARDS location to discuss.

Environmental Fee

CARDS is committed to providing our service in the most environmentally friendly manner possible. CARDS takes our environmental obligations and responsibilities to both our customers and our communities seriously.

CARDS strives to be the best environmental partner for our customers, and we are continually improving our operations to honor this commitment. This includes CARDS’s commitment to meet and exceed any changes to our operations required by new or revised environmental demands, regulations, and laws.

Environmental costs impact almost every aspect of CARDS’s business. The Environmental Fee, which is generally expressed as a percentage of total invoice charges, excluding taxes and fees, is designed to address and cover present and future environmental costs incurred by CARDS and its affiliates and to achieve an operating margin acceptable to CARDS. The Environmental Fee may change from time to time at CARDS’s discretion. The Environmental Fee is presently ____% of total invoice charges, excluding taxes and fees, unless otherwise agreed.

The Environmental Fee is not designed nor intended to be specific to the direct costs and expenses of servicing an individual customer’s account. Rather, the Environmental Fee is intended to address and cover the overall environmental costs and expenses incurred by CARDS and its affiliates and to achieve an operating margin acceptable to CARDS. These costs include both direct and indirect environmental costs associated with collection, transfer, landfill, recycling, material recovery, and landfill gas-to-energy operations.
