Starting November 1st, 2025, CARDS is proud to begin providing waste collection services for the City of Pine Bluff. We’re excited to partner with your community and are committed to delivering safe, reliable, and efficient service for residents and businesses.

No action is required of current City of Pine Bluff residents with water service through Liberty Utilities. New Pine Bluff residents will have their trash service set up when signing up for water service.

Below you’ll find details on how your service will work and what to expect.

CARDS has begun delivering commercial containers throughout Pine Bluff!

As we prepare to officially begin service on November 1, 2025, we want to remind all commercial and residential customers to continue using your current containers from your previous hauler until that date.

Starting November 1, please begin using your new CARDS containers for collection.

Residential Service

• Billing: Residential billing will stay the same — billed through Liberty Utilities, just like before with your previous provider.
• Carts: New carts will be delivered to residents prior to November 1st, 2025. No need to call in or request a cart.
• Service Start: Collection will begin with CARDS on November 1st, 2025.

Commercial Service

• Billing: Commercial customers will now be billed directly by CARDS.
• Customer Portal: Once you receive your first bill, you’ll have access to your online customer portal for convenient account management and payment options.
• Check back here when you get your first bill for a link to your customer portal.

Industrial Service

• Billing: Industrial customers will also be billed directly by CARDS.
• Customer Portal: Like commercial accounts, once you receive your first bill, you’ll gain access to your online customer portal.

• September 22nd, 2025 at The Pine Bluff Convention Center – Starting at 5:30pm
• October 27th, 2025 at Southeast Arkansas College- Founders Hall Lyceum – Starting at 5:30pm

Do I need to call to get my new cart?

• No. CARDS will deliver carts directly to residents before November 1st, 2025.

How will I pay my bill?

• Residential: Through Liberty Utilities (no change).
• Commercial & Industrial: Directly with CARDS. You’ll receive billing information and access to the customer portal once your first bill is issued.

Who do I contact if I have questions about my service?

What do I do with my old cart?

• Your previous provider will be collecting your old carts.
